Migrant workers given no pay but sticks E-mail

On July 21, 118 migrant workers (mostly from Hubei) were beaten by a group of more than 300 people wielding the wooden clubs in Lintong District (临潼区), Xi’an, after they failed to get back their unpaid wages, and 9 of them were seriously injured. 14 days have passed, not only do they find no support for their life, but also they have to bear the medical care fee. At last, these helpless migrant workers resorted to their hometown media for help.

It was learned these migrant workers mostly are from Hubei. On April 15, they were led by a subcontractor to Xi’an to undertake a bridge project in Lintong that links the railway lines from Baotou (包头) to Xi'an. Reportedly, the project belongs to Baotou-Xi'an Railway Project Department under Xi'an Railway Engineering Company of China Railway Electrification Bureau. But the Project Department side did not sign a contract with the construction side. On June 29 after they completed the project, the Project Department refused to pay the subcontractor and migrant workers.

Later on the helpless subcontractor led the migrant workers to seek for the justice anywhere they could. On July 15, under the intervention of Xinfeng Town police authority, the Project Department promised to pay 500 thousand to them first. But up to July 1, the Project Department still did not keep their promise to pay again. Their negotiation therefore broke down.

What’s worse, the migrant workers even got beaten. This tragedy took place at approximately 1 p.m. of July 21.

According to eye-witnesses, at that noon, more than 300 people wielding the wooden clubs surrounded the migrant workers who were taking nap at that time, and began brutally assaulting them. These gangsters first of all hit on the heads of the migrant workers, and after they fell onto the ground the gangsters held them up again and stroke on their arms and legs. It lasted more than 40 minutes. During the period, some migrant workers tried to run away, but were hit back too. And even the families of the migrant workers knelt in front of these gangsters for begging them to stop, they never cared. It was said that there were some leaders of the Project Department at the criminal scene too, and the gangsters started beating whoever the leaders pointed at.

The victims were then sent to the sanitarium to receive the treatment. Reporters found from the medical certificates that migrant workers showed, nine were seriously injured, three suffered the cerebral concussion, five others’ arms and legs fractured, and their heads, necks, ears and other parts were all found being wounded too. It was even more astonishing to see on the medical certificate of one of the victims called Yue Fucai (岳富财), in addition to three fractures in the body, wound on the scalp, injuries in spleen and too much blood loose, he also suffered severe head injury, subarachnoid hemorrhage and others.

When the reporters questioned the manager of the Project Department about the incident that they hired gangsters to beat migrant workers, he, named Sun Huazhou (孙华洲), claimed that he did not know, in the beginning, but after reporters told him the police have confirmed it, manager Sun then said, “Right on the next day after the incident, out of humanitarianism considerations, the department has sent a deputy manager to visit the wounded and gave 20 thousand for medical care fee.”

But according to the migrant workers, they did not receive this amount of medical care fee. And all of their medical care fee were raised from their hometown fellows.

On July 29, when the reporters asked again the police about the case, police said it was still under investigation, and they did not have any conclusion yet regarding whether it was the Project Department that hired these gangsters.
